The situation

You announce the initiative at the leadership meeting. It is in the deck, it is in the newsletter, the department heads nod. Ninety days later nobody can tell you whether anything changed on the floor — only that the training was assigned and the completion rate was 94%. Completion is attendance. It is not adoption, and everyone in the room knows it.
