Every answer in Alveary resolves down the same chain, in the same order — because that is the order the world actually applies. Federal law does not bend to a company policy, and a company policy does not survive a collective bargaining agreement that says otherwise. Most operating manuals leave that hierarchy implicit and let a department head guess at 2am.
Ten levels, in order
A question enters at the top and stops at the first level that settles it. Everything below that level is still true; none of it can overturn what has already answered the question.
- Federal lawFLSA, ADA, OSHA, Title VII, FinCEN. Nothing beneath it may contradict it.
- State lawWage, leave, alcohol and dram shop rules — usually stricter than the federal floor.
- Local requirementsCounty health code, the fire code as your jurisdiction adopted it, city ordinance.
- Tribal or special jurisdictionCompacts and gaming authorities. Not state law, and it does not behave like it.
- Collective bargaining agreementWhat the property already signed. It binds even where policy is silent.
- Company policyThe brand or management company’s own rules, where nothing above has spoken.
- Property SOPsHow this building actually does it, on this shift, with these people.
- Professional standardsWhat a competent operator would do when none of the above says anything.
- Operational contextOccupancy, staffing, and the systems you actually have installed.
- What happened last timeThe decision record, so the same question is not re-argued from scratch.
