Why This Matters
Hot work is a leading cause of property fires precisely because it is routine maintenance work performed with an open flame or sparks near buildings full of guests. A permit system exists because good intentions do not substitute for a documented, verified fire watch. This is one of the few procedures where skipping a step, even once, has burned entire properties down.
