Why This Matters
Confined spaces kill quietly, and they kill rescuers most of all: the majority of fatalities are would-be helpers who went in unprotected. A hotel's pits, tanks, and shafts look routine precisely because they are entered rarely. The permit exists so that no one ever improvises their way into an atmosphere that cannot support them.
