Why This Matters
A medical emergency in a crowd is a race against both the clock and the crowd itself, since bystanders can block access and airway just by trying to help. Security's job in that first minute — clearing space and getting trained help there — often matters more than any single medical action taken. This SOP exists because seconds and clear roles are what separate a good outcome from a preventable tragedy.
