Staff are not equipped or authorized to determine what is or isn't abuse or neglect — but they are often the only ones positioned to notice a warning sign. The property's job is to notice and route fast, leaving assessment and legal action to trained authorities. Staying silent or acting alone both put a child and the property at risk.
