A boiler is the one machine in the building that can fail explosively, and every jurisdiction regulates it for that reason. Safety-device tests are the entire point of the program; a boiler that runs is not evidence its low-water cutoff works. Neglect here risks lives, certificates, and the hot water that defines a guest's morning.
